Video Tools currently has one tool, MP4 to GIF Converter, which turns a short clip from an MP4 file into an animated GIF. Three settings decide the result most: a smaller width, a lower frame rate, and fewer colors all make a smaller GIF, at the cost of smoothness or color accuracy — and a GIF never includes audio, no matter how it's converted. Video decoding and encoding both run in your browser, which makes this the most CPU- and memory-intensive tool on the site; longer or larger clips will take noticeably longer on slower devices.
